The Scottish Outdoor Access Code states:
'Poorly controlled dogs are a serious concern for farmers, other land managers and visitors to the countryside.
Dogs can:
- - worry or attack livestock, for example causing pregnant ewes to miscarry or resulting in injury or death,
- - disturb wildlife, including breeding birds, and
- - scare other people.'

Argyll and Bute Council also has guidance on Outdoor access rights and responsibilities, including: 'Dog walkers also need to take responsibility for their pets and ensure that they do not worry livestock, pass disease or cause cattle to trample their owners.'
